This paper describes qualities of a library classification system that are commonly discussed in the LIS tradition and literature, and explains such a system’s three main functions, namely knowledge mapping, information retrieval, and shelf arrangement. In this vein, the paper states the functional requirements of bibliographic classifications, which broadly are subject collocation and facilitation of browsing the collection. It explains with details the components of a library classification system and their functions. The major components are schedules, notations, and index. It also states their distinguished features, such as generalia class, form divisions, book numbers, and devices for number synthesis which are not required in a knowledge classification. It illustrates with examples from the WebDewey good examples of added features of an online library classification system. It emphasizes that institutional backup and a revision machinery are essential for a classification to survive and remain relevant in the print and e-environment.

As scheduled, the 23rd edition of the DDC both in print and Web editions was published in 2011. In January 2013 its ninth Chef Editor Ms Joan S. Mitchell retired after consecutively editing three editions (21/23:1996; 2003;2011). She was succeeded in February 2013 by Mr. Michael Panzer who became the first non-American to hold the prestigious position1. Panzer, the tenth Chief Editor, had expertise in design, maintenance, and application of universal web-scale classifications, taxonomies, and other controlled vocabularies. He was not new to the DDC administration. As a Research Associate, DFG-funded project DDC Deutsch, Cologne University of Applied Sciences, Germany, October 2002-July 2005, he led a team responsible for preparing a German version of the 22nd edition of the Dewey Decimal Classification in database and printable form. Earlier as an Assistant Editor of the DDC from March 2009-January 2013 he developed and updated the DDC; researched topics in close collaboration with external subject experts; designed and implemented retrieval models for classified data, often based on alternative ways of knowledge representation such as ontology languages, semantic web standards etc., and mapped external vocabularies to DDC classes (e.g., GeoNames, BISAC). He coordinated the creation of a multilingual, thesaurus-based, user-friendly retrieval vocabulary that facilitates knowledge discovery in heterogeneously indexed digital library collections. As the Chief Editor from February 2013-May 2015 being responsible for strategic direction he collaborated with DDC translation partners on versions of the classification in other languages and investigated relevant issues of semantic interoperability in knowledge organization systems. But he soon left the job for unknown reasons. Nevertheless at the same time Dr. Carol A. Bean joined as an Associate Editor, a newly created post, in May 2015 and later Alex Kyrios joined as an Editor in November 2015 to fill the vacum created by the retirement of Juliane Beall on March 31, 2014 who was an Assistant Editor since 1986. Soon the positons of Chief and Associate editors were abolished to be replaced, with justification, by an egalitarian team of Senior editor and Editors as it "was no longer needed to name a single individual 'Chief ". (For responsibilities of the Senior editor see the Appendix 1). Rebecca Green, an Assistant Editor, was promoted to a newly created post of Dewey Editorial Program Manager with multiple responsibilities specially to work as liaison between the DCEPC and the Editorial team (See Appendix 2 for the responsibilities of the Manager).

In a modern democratic state, the government is the single largest gatherer, consumer and producer of information for the public and the archives. Since the enactment of the RTI Act(2005) the dissemination of information on demand and proactively has increased manifold. Apart from legal requirements, a government provides information to the public both for accountability, publicity of its welfare measures and to inform the citizens at large to make them aware for a participative democracy. It is a tool of administration. A gazette, one of the primal official documents, is a quintessential legal document of the government of India that notifies its day to day multitude of acts and decisions. This unique source of information is for current use and future record and reference. Of course, being the primary source of information it is taken as authentic and accurate even by the court of law. Published weekly this independent formal document is the first public source of government appointments, promotions, and a speedy vehicle of various new rules and full versions of the acts passed by the Parliament. It covers all sorts of official announcements required under the law, to be brief. Every state of the union of India has its own gazette for the same purpose. The central government gazette printed by the Government Press is issued by the Ministry of Urban Development, and published by the Controller, Department of Publications which is also tasked with the responsibility of its storage and sale. Since 2008 the gazette is being published online only. Though weekly any extraordinary gazette may be issued anytime in between; such gazettes are also published, in the original style of the title, in leading daily newspapers for immediate information of the public. Replacing the Calcutta gazette it was started in 1864 by the British government which had introduced modern administration and rule of written law. It was only after the reign of India came under the direct control of the British Crown.
